Beulah Motor Vehicle wanted to charge my son the vehicle excise tax on Market Value of his first car instead of on what he actually paid. They told him he would need to go get an appraisal from a dealer and then bring that back to them. When I called Bismarck Motor Vehicle, they said absolutely not. You only pay sales tax on purchase price. Bismarck's recommendation was just to send the title in to them, but how frustrating to have to mail the title and then wait 4-6 weeks to receive plates and registration simply because Beulah branch was misinformed. In further research, you only have to pay on Market Value of a vehicle if the vehicle is a GIFT. If any money is transferred, you only pay sales tax on the actual amount you paid. Please make sure you know the laws and do not pay more based upon misinformation. Hope this helps someone.
